阅读下面的文字,根据要求写一篇不少于800字的文章;

对2008年高考文综全国卷地理试题的印象
――从几点变化谈起

高考改革自1999年至今已经历了10个春秋,十年改革变化多,命题思路、高考内容在变化。我们眼见得“知识立意”向“能力立意”的转变,试题在不断发展变化,难度也在悄悄地变化着。同样是某项知识(如等高线)的内容,今天的要求已和过去完全不同。虽然是“稳中求变、稳中求新”,但“稳中求变”真在“变”,“稳中求新”真有“新”,而我们的高考备考思路、复习理念和方法,却变化不是很大。相反,投入越来越多,教辅资料越来越厚,负担越来越重,效率却越来越低。有的学校说自己的学生成绩提高了多少,但问到是用什么方法提高的,却答不出来;明明知道高考改革“以能力立意”,能力要求在提高,但为什么就不能在教学和复习过程中对能力培养给以重视呢?遇到新一点的题目就不适应、不习惯,“望题喊难”,本来好的命题可以在一定程度上改变基础教育中以传授、记忆知识为主的传统教学方法,提高中学的教学质量,培养和发展学生的创造性思维,这是完全符合新课标改革精神的。但实际上却并不如此。
自2004年广东、海南、山东、宁夏四省区率先进入实施新课标行列,2005年江苏也加入实施新课标行列,这5个省区今年都用新课标考纲(文科课程标准实验版《考试大纲》)进行高考;2006年天津、浙江、安徽、福建、辽宁相继进入实施新课标行列,2007年北京、黑龙江、吉林、陕西、湖南,2008年即将实施新课标的有山西、江西、新疆、河南、湖北,这样到2009年高考将有10个省区、2010年高考将有15个省区用新课标考纲了。周围的形势在发生着变化,新课标高考的要求更注重学习能力和学科素养,即“对所学相关课程基础知识、基本技能的掌握程度和综合运用所学知识分析、解决问题的能力”。所提出的四项考核目标与要求比《考试大纲》的要求更具体,共有13项“能够”。这些要求很值得我们认真学习一番并贯彻在今后的复习活动中。而从今年的高考命题中已经在隐隐地体现着这种改革的精神,对于有些地区来讲,这将是最后一年或者是倒数第二年用《考试大纲》来考试了,因此在试题中渗透一些新课标的考试要求也是“稳中求变”的反映吧。
基于以上的认识,我们来看今年的全国文综试题,就可以理解那些特点的出现不是突然的变化,而是改革的必然要求了。
