BEIJING, Sunday, March 5,2006- China's new "historic task" is to narrow the gap between rich and poor and improve the economy of the country's large but still poor rural(农村)areas, Prime Minister Wen Jiabao said in a national address Sunday morning.

Wen said officials must find a way to make sure that the two-thirds of China's 1. 3 billion people who live in rural areas share the quick economic growth that has mostly taken place in cities.

"We need to see clearly that there are many hardships and problems in economic and social life," he said in the televised address before the National People's Congress(大会). Some deeply seated problems that have built up over a long time have yet to be solved, and new problems have happened that cannot be ignored(忽视). "

Wen focused a large part of his speech on the recently announced effort to build a "new socialist countryside", in which the central government has promised to spend more on agricultural and rural basic construction and social services for the country's 800 million farmers and people in rural areas.

He said the government had decided to put US$42. 3 billon in such spending this year, an increase of 14. 2 per cent over 2005. That rate of growth is not particularly high for a country that recorded 9. 9 per cent economic growth last year.
