Beijing is set to lift its12-year-old ban on fireworks for the traditional Spring Festival holidays, probably starting from next Chinese Lunar New Year in January 2006.
Zhou Jidong, director of the Legislative Affairs Office of the Beijing municipal government(市政府), told a press conference last Thursday that his office has completed the draft(草案) regulations on firework safety supervision.
Under the draft regulations , setting off fireworks will be allowed in the capital city’s eight downtown districts from the Eve of the Lunar New Year to Lantern Festival 15 days later. When the draft regulations were posted on the municipal government’s website for suggestions, local residents gave a total of 969 pieces of advice, with 70 per cent in favour of lifting the ban. Related surveys suggest local people who want to light fireworks during Spring Festival range from 50.4 per cent to 86.3 per cent.
In fact, the voice of opposition and criticism has never ended since the municipal government introduced the ban in 1993, considering pollution, noise, fire worries and personal injuries caused by letting off fireworks.
Opponents accused the government of introducing the ban only for the sake of facilitating its management role while disregarding the will of the people. Worse, they say, the ban threatened to break down the age—old traditions of celebrating Spring Festival among Chinese people.
Partly due to this endless objection, about 106 out of a total 282 Chinese cities that had followed Beijing’s lead in banning fireworks have already dropped the ban.

Years ago in Scotland Clark and his wife worked and saved, making plans for their family to travel to the United States. Finally they had saved enough money and gotten passports. The entire family were filled with excitement. However, before their departure, the youngest son was bitten by a dog. The doctor sewed up（缝合） the boy but hung a yellow sheet on the Clarks’ front door. Because of the possibility of rabies(狂犬病), they were separated for fourteen days.
The family’s dream was dashed(破灭). They would not be able to make the trip to America as they planned. The father, filled with disappointment and anger, wept bitter tears and cursed（咒骂）both his son and God for their misfortune.
Five days later, the tragic(悲剧的，悲惨的) news spread throughout Britain — Titanic, which was on her maiden(首次的) voyage on April 14,1912, had sunk, taking hundreds of lives with it. The Clark family should have been on that ship, but because the son had been bitten by a dog, they were left behind.
When Mr. Clark heard the news, he hugged his son and thanked him for saving the family. He thanked God for turning what he had felt was a tragedy(悲剧，惨剧) into a blessing(赐福，幸事).

The Importance of a Good Education
Getting a good education may be the most important price you can pay, because, perhaps more than anything else, what you do with that huge gray material between your ears will determine your future. A person is much more likely to have better job offers, more successful career with a better education. This, in turn, would allow for much better life style. For example, compare two men. The first person is a high school dropout. The second has a law degree. The high school dropout will be fortunate to get a job in food services, making less than twenty thousand dollars a year, barely surviving each week. To contrast this, the person with the law degree will certainly have a successful career as a lawyer, making over $ 70,000 annually. The lawyer will, of course, have a very wealthy lifestyle.
