　　Virtually all American workers are suffering as a result of the current economic crisis. Hardest hit of all according to official statistics, are black workers and their families. The recently released (发表，发布) official Bureau of Labor Statistics (统计数字) (BLS)figures show unemployment for March to be 8 million, or 8.7 percent overall with 8 percent for whites and 14. 2 percent for blacks. The figures for teenagers are 20.6 percent overall with 41.6 percent for black youths.

　　The BLS lists as employed the 3.9 million part-time workers, most of whom need and want full-time jobs. About half of these involuntary (非本意的，无意的 ) part-times are blacks. The BLS does not count the millions of teenagers who have never had a job and have not registered (记录，登记) for work. Many have looked for jobs without success. Others just don't look, knowing full well that there are no jobs available, let alone decent (体在的，优雅的 ) jobs.

　　Surprisingly, the majority of both white and black unemployed workers are not eligible (合格的，符合条件的) for unemployment benefits: 3.2 million out of the official 5.6 million unemployed during the last quarter of 1974 were ineligible. Fifty-seven percent of the blacks who lost their jobs during that quarter were ineligible for benefits. This figure was over 20 percent higher than the percentage for white workers.

　　What's happened in this period to small black business? Frequently lacking cash reserves, credit and management know-how and facing diminishing (逐渐缩小的) markets amidst (在……当中) soaring (猛增的，飞涨的) black unemployment, many black-owned businesses are being rocked especially hard by the economic ill winds. The majority of the 195,000 black - owned businesses, 94 percent of which are individually owned and run, are in real trouble. Eighty-five percent had gross (总的，毛的) annual receipts (收到物，收入) of less than $ 13,000 and less than 20 percent had any paid employees. It has been reported that 18 percent of black businesses failed in 1974, compared to the less than one percent failures of white - owned businesses.

　　In Europe, men do not usually wear skirts. But the Scottish national clothing for men is a kind of skirt. It is called a kilt. The Scottish like to be different. They are also proud of their country and its history, and they feel that the kilt is part of that history. That's why the men still wear kilts at traditional (传统的) dances and on national holidays. They believe they are wearing the same clothes that Scottish men always used to wear.

　　That's what they believe. However, kilts are not really so old. Before 1730, Scottish men wore a long shirt and blanket around their shoulders. These clothes got in the way when the men started to work in factories. So, in 1730 a factory owner changed the blanket into a skirt; the kilt. That's how the first kilt was made.

　　Then, in the late 1700s Scottish soldiers in the British Army began to wear kilts. One reason for this was national sentiment ( = feelings) . The Scottish soldiers wanted to be different from the English soldiers. The British Army probably had a different reason. A Scottish soldier in a kilt was always easy to find! The Scottish soldier fought very hard and became famous. The kilt was part of the fame, and in the early 1800s men all around Scotland began to wear kilts.

　　These kilts had colorful stripes (条纹) going up and down and across. In the 1700s and early 1800s, the color of the stripes had no special meaning. Men sometimes owned kilts in several different colors. But later the colors became important to the Scottish families. By about 1850, most families had special colors for their kilts. For example, men from the Campbell family had kilts with green, yellow and blue stripes. Scottish people often believe that the colors of the kilts are part of their family history. In fact, each family just chose the color they liked best.

　　Suppose we built a robot(机器人)to explore the planet Mars．We provide the robot with seeing detectors(探测器)to keep it away from danger．It is powered entirely by the sun．Should we program the robot to be equally active at all times?No．The robot would be using up energy at a time when it was not receiving any．So we would probably program it to stop its activity at night and to wake up at dawn the next morning．
