The report focused on what the government is doing to improve people’s lives, covering areas like medical services and education. According to the report, China will develop something that it calls “Internet Plus Education” to provide fair and high-quality education to more students. To better protect people from getting sick in the first place, China will “create a beautiful and livable environment”, Li said during his speech. As part of this effort, the government plans to reduce the density of PM2. 5 in the air.

For instance , sulfur dioxide and nitrogen oxide emissions(二氧化硫, 氮氧化物排放量)will fall by 3 percent. Factories will be asked to use clean energy like natural gas rather than coal, which is a major source of air pollution.
