The rising costs of health care have become a problem for many countries in the world. To deal with this problem, it is reported that a big part of the government’s health budge（预算）has been used for health education and disease prevention instead of treatment. Actually, many kinds of diseases are preventable in many ways and preventing a disease is usually much cheaper than treating it. In addition, health education plays a key role in improving people’s health. By giving people more information about health, countries could help people understand the importance of disease prevention and ways to achieve it. Information about health problems among close relatives will make them aware of what they should do to prevent certain diseases through lifestyle changes, which will work before it is too late.
However, paying more attention to disease prevention does not mean medical treatment is unimportant. After all, prevention and treatment are just two different means toward the same effect. It was the last day of final examinations at a large college. On the steps of one building, a group of engineering students were discussing the exam that was ahout to begin. On their faces was confidence. This was their last exam before they graduated(毕业)and found jobs.

In Chicago, a computerized system has been developed that controls(管理)traffic on the city’s 235 miles of seven expressways. In many high schools，there are strict rules about using mobile phones. If your phone rings in class，for example，the teacher will be very angry.

Middle school students have far too much homework. They usually have to sit up three or four hours every night doing their homework. Now one school in my hometown has made a rule of limiting(限制)homework. The homework is limited to an hour a day and the students have no homework on the weekend.
