Vice President Al Gore, his last realistic avenue for legal challenge closed by a U. S. Supreme Court decision late Tuesday, planned to end the contest formally in a televised evening speech of perhaps 10 minutes, advisers said.

He was expected to telephone Mr. Bush during the day. The Bush campaign kept a low profile and moved gingerly, as if to leave space for Mr. Gore to contemplate his next steps.

Yet, at the end of a trying and tumultuous process that had focused world attention on sleepless vote counters across Florida, and on courtrooms form Miami to Tallahassee to Atlanta to Washington the Texas governor was set to become the 43d U. S. president.

The news of Mr. Gore’s plans followed the longest and most rancorous dispute over a U. S. presidential election in more than a century, one certain to leave scars in a badly divided country.

It was a bitter ending for Mr. Gore, who had outpolled Mr. Bush nationwide by some 300000 votes, but, without Florida, fell short in the Electoral College by 271votes to 267—the narrowest Electoral College victory since the turbulent election of 1876.

Mr. Gore was said to be distressed by what he and many Democratic activists felt was a partisan decision from the nation’s highest court.

The 5-to –4 decision of the Supreme Court held, in essence, that while a vote recount in Florida could be conducted in legal and constitutional fashion, as Mr. Gore had sought, this could not be done by the Dec. 12 deadline for states to select their presidential electors.

James Baker 3rd, the former secretary of state who represented Mr. Bush in the Florida dispute, issued a short statement after the U. S. high court ruling, saying that the governor was “very pleased and gratified.”

Mr. Bush was planning a nationwide speech aimed at trying to begin to heal the country’s deep, aching and varied divisions. He then was expected to meet with congressional leaders, including Democrats. Dick Cheney, Mr. Bush’s ruing mate, was meeting with congressmen Wednesday in Washington.

When Mr. Bush, who is 54, is sworn into office on Jan.20, he will be only the second son of  a president to follow his father to the White House, after John Adams and John Quincy Adams in the early 19th century.

Mr. Gore, in his speech, was expected to thank his supporters, defend his hive-week battle as an effort to ensure, as a matter of principle, that every vote be counted, and call for the nation to join behind the new president. He was described by an aide as “resolved and resigned.”

While some constitutional experts had said they believed states could present electors as late as Dec. 18, the U. S. high court made clear that it saw no such leeway.

The U.S. high court sent back “for revision” to the Florida court its order allowing recounts but made clear that for all practical purposes the election was over.

In its unsigned main opinion, the court declared, “The recount process, in its features here described, is inconsistent with the minimum procedures necessary to protect the fundamental right of each voter.”

That decision, by a court fractured along philosophical lines, left one liberal justice charging that the high court’s proceedings bore a political taint.

Justice John Paul Stevens wrote in an angry dissent:” Although we may never know with complete certainty the identity of the winner of this year’s presidential election, the identity of the loser is perfectly clear. It is the nation’s confidence in the judge as an impartial guardian of the law.”

But at the end of five seemingly endless weeks, during which the physical, legal and constitutional machines of the U. S. election were pressed and sorely tested in ways unseen in more than a century, the system finally produced a result, and one most Americans appeared to be willing at lease provisionally to support.

Scientists in the United States have developed a method that may help to predict earthquakes earlier. They say it could give people who live in deadly earthquake areas enough warning to leave before an earthquake occurs.
Currently, the most modern systems for predicting earthquakes find them only a short time before the event. Like most strong earthquakes, Wenchuan earthquake in 2008 and Haiti earthquake in 2010 were not identified early enough for people to flee the area, killing hundreds and thousands of people.
But scientists who study earthquakes are reporting that new technology could measure very small changes in the Earth’s surface.
Scientists performed experiments along California’s San Andreas Fault, an area famous for its earthquakes. Highly sensitive electrical devices are placed about one kilometer below ground in two different places. The devices were able to measure even small changes in air pressure on the Earth’s surface. The scientists say such changes are caused when rocks pushed together, forcing air out of small cracks in the rock.
Two earthquakes hit the area in late 2005. The first took place on Dec.25. A smaller earthquake struck five days later. The scientists noted changes in the earth’s surface about ten hours before the first quake struck. That quake measured three in intensity(强度). They then found similar changes taking place two hours before the other quake struck five days later.
If additional tests confirm the changes are linked to earthquakes, the scientists believe their equipment could be used for early warning systems. A system that provides a warning signal ten hours before a major earthquake could help move people from the area and save lives.
The scientists now hope they can find earthquakes with even greater intensity by placing their equipment deeper in the ground.

Treatment for HIV has become more widespread, especially in poorer countries. It's also become cheaper, as medicine companies have lowered their prices for life-saving anti-retroviral drugs(抗逆转录病毒药物). But these drugs are still expensive and many countries are looking to create the biggest impact with limited resources. That's where World Health Organization guidelines come in, says Rochelle Walensky, a disease researcher from Harvard.

Walensky and her colleagues used computer programs to model the most cost-effective disease interventions(干预), as well as collected data from clinics in Africa and India about what works best. They found that among the choices of what to do first, earlier anti-retroviral therapy (疗法)improved five-year survival dramatically and resulted in the longer life expectancy. But cost-effective doesn't always mean affordable, especially for governments in poor countries. Countries still have to make difficult choices about how much treatment they can afford.

People in Nairobi, Kenya on Thursday, Dec. 9, 2010, protest a potential free trade area agreement between the EU and India that could see cheap anti-AIDS drugs phased out（逐步淘汰）. However, Walensky notes that first-line anti-retrovirals—those medicine given to newly diagnosed patients that can keep away from symptoms for years - are much cheaper than they were a decade ago. "Second-line therapy have come down quite a bit but not to the level of first-line and countries are having a hard time affording them and increasingly over time, people are going to fail first-line therapy and they're going second-line therapy and then, eventually, they're going to need third-line therapy, some of them."

Carlos Gardel was born on Dec. 11, 1890, just at the right time. The recording and film industries were jus starting to impact the world. Carlos had good looks and a pleasant voice. His death occurred at the peak of his career and popularity in a tragic accident.

Carlos Gardel was the first great singer of tango and to this day remains an icon (崇拜对象) in Argentina, Uruguay and much of the world. As a result of his important role in tango, there are three countries that claim him as their own: France, Uruguay and Argentina.

Carlos’s mother, Berthe, was an unmarried mother and his father did not recognize him. His mother took Carlos to Buenos Aires in 1893. They lived in a poor part of town and Carlos spent his time in the streets; he dropped out of school in 1906 at the age of 15 and started singing in bars.

For the next few years, Carlos toured the clubs and theaters of Argentina, Uruguay and Brazil. His most constant singing partner was Jose Razzano, a folk singer Carlos had met earlier during a singing match. In 1915, after playing in a club in Brazil, Carlos was shot in the left lung, where the bullet stayed for the rest of his life. “Mi Noche Triste” was the hit song that sent Carlos skyrocketing in popularity. It became the first recorded vocal tango and the public was grabbed by the recording of the song. Carlos and Rozzano spent the next years touring through Latin America. In 1923, they left the continent and struck out for Europe. In 1935, Carlos decided to go on tour through the Caribbean and northern South America.
