It is hard for developing countries to make a decision．These countries are working hard to develop their economies （经济） and improve people's lives．To do this，countries have to build more factories and the factories will produce more carbon dioxide．So cutting emissions means slowing down their development．However，they are looking for new ways out．China says it will try to cut carbon emissions by 40-50% by 2020．
