一) 写作定性
本文形式I:虽是演讲稿,但实际上为陈述解决问题办法的说明文。具有层次分明、结构紧凑、逻辑连贯、用词考究等特点。时态多为一般现在时,人称多为第一人称,句式多为陈述句。全文一般分为"呈现问题一提出建议一预测后果"三段。
二) 难点突破
1.可用词汇

力。
