China’s New Wildlife Trade Ban and Upcoming Law Amendment(修正案)

March 05, 2020 “Lisa” Ning Hua

The Coronavirus Outbreak in China, has been identified by the World Health Organization as a “Public Health Emergency of International Concern” or “PHEIC.” Seventeen years after the horrific SARS outbreak, the coronavirus has once again shown a spotlight on the risks of consuming wildlife as food and encouraged public outcry to ban wild meat consumption in China.

This challenge is not unique to China. Epidemics, such as Ebola, Middle East Respiratory Syndrome, Bovine Spongiform Encephalopathy or Mad Cow Disease, Avian Influenza, and SARS, all originate from wildlife.

To combat the outbreak, China announced a suspension on wildlife trade across the country in January and a crackdown (i.e., stricter enforcement) on illegal activities involving wildlife. The country’s top legislature also initiated a process for amending the current Wildlife Protection Law and announcing a decision this week to ban the trade of wildlife as food and tighten the crackdown on illegal wildlife trade.

While this is all very good news, it should be noted that the ban is not permanent and will automatically expire(失效)when the amendments to the Wildlife Protection Law become effective. Further, key details regarding ban enforcement have yet to be clarified to ensure it serves its purpose.

【答案】The outbreak of several serious epidemics has brought wildlife conservation back into the public eye. China has shown its determination to ban the consumption of wildlife as food and stricter law is on its way.

From my perspective, it’s urgent to protect wildlife. After all, the planet Earth exists not only for the benefit of humans, but also for various creatures. Every animal has its place in the biosphere, and we humans have no right to destroy it. By protecting wild animals and their habitats, we can maintain the natural balance of all life on Earth. What’s more, an increasing number of species are threatened with extinction largely due to violent killing for profits, which in turn endangers the living environment of humans, thus spelling disasters.

In conclusion, wildlife protection is critical to the reversal of biodiversity declines, and beneficial to human health as well. Not until we leave wildlife in peace can we smile in relief.

【题目】 Bees and butterflies are active during the daytime. They get a lot of attention for their roles as pollinators(传粉者).But moths(蛾)aren't given the prominence they deserve.

Actually, moths are seen much less often, because they're active at night. Moth bodies often seem furry. Pollen—a yellow powder in the center of most flowers, from one flower sticks to their bodies and falls off when they move to other flowers. Scientists studied insects around nine ponds on farmlands in the United Kingdom. They visited these ponds once a month from March to October.

They studied three groups of insects: moths, bees that normally work together, like honey bees, and flying insects which work alone, such as butterflies. At the ponds, the scientists caught these flying insects and died to collect pollen from their bodies. In all, the scientists checked 838 moths, 632 other insects which work alone, and 1,548 honey bees.

By studying the pollen they collected, the scientists were able to see which plants the insects had visited. The moths had pollen from 47 different kinds of plants, including seven plants that bees don't normally visit. The honey bees had pollen from 46 different kinds of plants. The other insects that work alone had visited 45 different kinds of plants. Richard Walton, who led the study, says that bees usually choose the plants with the most nectar(花蜜)and most pollen. However, moths pollinate many different plants, filling in the gaps left by the daytime pollinators.

Not only do moths pollinate plants, they also provide important food for birds and bats.

But, like many other insects, moth numbers have dropped greatly in the last 50 years, mainly because of pesticides and the loss of natural lands. Just like bees and butterflies, moths are worth protecting. "Moths are by no means less important," says Dr. Walton.

【题目】 “Outer space is a frontier that inspires us and unites us more than anything else,” declared the US Assistant Secretary for Arms Control, Dr. Yleem Poblete. “And as we continue to push further into our own solar system, new businesses will be built to seize the endless possibilities before us.”

However, there are growing concerns about the possibility of intentional acts of aggression in space, warned Dr. Poblete. The United States has raised concerns for many years that Russia is seeking the development and placement of anti-satellite weapons. As recently as February 2017, a Russian Air Force Squadron Commander stated that Russia is developing new missiles with the intention of destroying satellites. Furthermore, we have read statements from the Russian Ministry of Defense that it is working on creating “a mobile attack anti-satellite system”.

Vladimir Putin (Russian President) has alluded to space weapons being more “acceptable in the political and military respect”. This behavior continues despite Russia stating many times that it places a high priority on the promotion of the draft “Treaty on the Prevention of the Placement of Weapons in Outer Space” or PPWT.

The problem with such a treaty, said Dr. Poblete, is that it's difficult to determine an object’s true purpose simply by observing it on orbit. At this time, there are no means of distinguishing many objects' behaviors from that of a weapon, making outer space arms control measures like those in the proposed PPWT impractical.

In short, said Poblete, the proposed PPWT does not reduce the potential for conflict from extending into outer space. Plus, Russia may be engaging in the very behavior it claims to seek to prohibit.

“We must take concrete steps to strengthen the stability and sustainability of space,” declared Dr. Poblete, “The draft PPWT is not the right approach to accomplishing that. It is a questionable document, proposed by a country [Russia] that has routinely violated its international commitments.”

1What does America suspect Russia is doing?

A.Launching satellites for spying.B.Trading space weapons illegally.

C.Making profits from exploring space.D.Causing threat to space stability.

2Which is one common difficulty for controlling space weapons?

A.They are hard to be identified.B.They are not regulated by common rules.

C.There are too many to be managed.D.There is disagreement between nations.

3What does Dr. Poblete think of PPWT?

A.It is not specific enough.B.It will worsen international relationships.

C.Russia itself fails to observe it.D.We must work together to promote it.

4What is mainly discussed in the passage?

A.Where the key to space safety lies.B.What alarms the US as to space safety.

C.Why space conflicts are difficult to avoid.D.Who is to blame for the chaos in outer space.
