BEIJING——China will further open its financial sector in “an active and safe” way, the country’s central bank vowed on Friday.
“China will gradually broaden the chance for the participation of foreign capital in the domestic financial market,” said the People’s Bank of China in a report. “We will strengthen the connections between China’s financial market and international ones by attracting more foreign capital in Renminbi-denominated financial products,” the report said.
Meanwhile, channels will also be expanded to allow Chinese investment in foreign financial markets.
The bank said it would ease restrictions on enterprises and individuals possessing and using foreign currencies and increase the number of qualified foreign institutional investors and the value of their investment quotas(份额). “We will make use of the financial market to achieve balanced international payments,” said the bank.
Last year, the State Administration of Foreign Exchange (SAFE) raised the annual quota for individuals buying foreign currency from US $ 20,000 to US $ 50,000.
“China will work hard for a more efficient and vigorous financial market that can better serve international needs,” the bank said.
The country will adjust its financial market rules so they are accepted around the world, encourage reforms and promote more flexible, diversified ways of trading, according to the bank.
China fully opened its financial market to foreign capital on December 11 last year, ending a five-year transitional (过渡的) period after entering WTO.

A baby born in India has been declared the world's seven billionth person by child rights group Plan International. Baby Nargis was born at 07:25 local time (01:55GMT) in Mall village in India's Uttar Pradesh state. Plan International says Nargis has been chosen symbolically as it is not possible to know where exactly the seven billionth baby is born. In addition to baby Nargis in India, Bangladesh, the Philippines and Cambodia have all identified seven billionth babies. The United Nations estimated that on Monday 31 October, the world's population would reach seven billion.

Populations are growing faster than economies in many poor countries in Africa and some in Asia. At the same time, low birth rates in Japan and many European nations have raised concerns about labor shortages.

Population experts at the United Nations estimated that the world reached six billion in October 1999. They predict nine billion by 2050 and ten billion by the end of the century. China's population of one and a third billion is currently the world's largest. India is second at 1.2 billion. But India is expected to pass China and reach one and a half billion people around 2025.

India will also have one of the world's youngest populations. Economists say this is a chance for a so-called demographic dividend. India could gain from the skills of young people in a growing economy at a time when other countries have aging populations. But economists say current rates of growth, although high, may not create enough jobs. Also, the public education system is failing to meet demand and schooling is often of poor quality. Another concern is health care. Nearly half of India's children under the age of five are malnourished(营养不良).

Michal Rutkowski, the director of human development in South Asia at the World Bank, says reaching seven billion people in the world is a good time for a call to action. He says, “I think the bottom line of the story is that the public policy needs to become really, really serious about sex equality and about access to services—to fight against malnutrition, and to provide for access to health services, water and schooling.”

1.What is true about the world's seven billionth person?

A. Baby Nargis is not the only child chosen as the seven billionth baby.

B. Baby Nargis has been chosen carefully so it is exactly the seven billionth baby.

C. Three countries have all declared Baby Nargis as the seven billi011th baby.

D. The United Nations declared Baby Nargis as the world's seven billionth person.

2.Which of the following problems do many European countries worry about?

A. Labor shortage.                B. Poor health care.

C. Not enough jobs.            D. Schooling of poor quality.

3.According to population experts, how long will it take for population to grow from six billion to nine billion?

A. About 12 years.    B. About 40 years.   C. About 50 years.   D. About 110 years.

4.What does the underlined phrase “demographic dividend” in the fourth paragraph refer to?

A. Possibility of lower birth rate.

B. Benefit gained by working young people.

C. Chances for more employment.

D. Disadvantages caused by aging population.

5.Which of the following public policies does Michal Rutkowski call on?

A. To encourage late marriage.       B. To reduce world's population.

C. To gain economic equality.             D. To improve health and education.

A Charlotte, N.C., man was charged with first-degree murder of a 79-year-old woman whom police said he scared to death. In an attempt to evade policemen after a bank robbery, the Associated Press reports that 20-year-old Larry Whitfield broke into the home of Mary Parnell. Police say he didn’t touch Parnell but that she died after suffering a heart attack that was caused by terror. Can the guy be held responsible for the woman’s death? Prosecutors(公诉人) said that he can under the state’s murder rule, which allows someone to be charged with murder if he or she causes another person’s death while committing or fleeing from a severe crime like robbery—even if he or she doesn’t kill someone on purpose.

But, medically speaking, can someone actually be frightened to death? We asked Martin Samuels, chairman of the neurology department at Brigham and Women’s Hospital in Boston.

Absolutely, no question about it.

The body has a natural protective method called the fight-or-flight response(战或逃反应), which was originally described by Walter Cannon, the chairman of Harvard University’s physiology department from 1906 to 1942. If, in the wild, an animal is faced with a life-threatening situation, the autonomic nervous system responds by increasing heart rate, increasing blood flow to the muscles, and slowing digestion, among other things. All of this increases the chances of succeeding in a fight or running away from an aggressive beast. This process certainly would be of help to primitive humans. However, in the modern world there is obvious decline of the fight-or-flight response.

The autonomic nervous system uses the chemical messenger to send signals to various parts of the body to activate the fight-or-flight response. This chemical is toxic in large amounts; it damages the organs such as the heart, lungs, liver and kidneys. It is believed that almost all sudden deaths are caused by damage to the heart. There is almost no other organ that would fail so fast as to cause sudden death. Kidney failure, liver failure, those things don’t kill you suddenly.

By the way, any strong positive or negative emotions such as happiness or sadness can cause the same result. There are people who have died in intercourse or in religious passion. There was a case of a golfer who hit a hole in one, turned to his partner and said, “I can die now”, and then he dropped dead. For about seven days after the 9/11 terrorist attacks on the World Trade Center and Pentagon there was an increase of sudden cardiac death among New Yorkers.

1. Why the Charlotte, N.C., man was charged?

A. Because he threatened the policemen to kill an old woman.

B. Because he caused an old woman’s terror and she died.

C. Because he beat an old woman and caused her heart attack

D. Because he murdered an old woman while robbing a bank.

2. Which of the following about the fight-or-flight response is true?

A. The fight-or-flight response was raised and proved by Martin A. Samuels.

B. It is a natural protective method that can’t be found in all creatures but humans.

C. The ancient humans had a superior fight-or-flight response than modern ones.

D. The fight-or-flight response is beneficial to both our actions and organs.

3.What activity can we infer is less likely to damage the organs?

A. Winning a big lottery.                   B. Missing a dead family.

C. Watching a horror movie.                 D. Listening to a sweet song.

4. The purpose of the passage is_________.

A. to explain why people will die of a heart attack

B. to offer some advice on protecting us from heart failure

C. to compare different kinds of feelings to cause a death

D. to show strong emotions can cause a sudden death

How should one invest a sum of money in these clays of inflation (通货膨胀)? Left in a bank it will hardly keep its value, however high the interest rate. Only a brave man, or a very rich one, dares to buy and sell on the Stock Market. Today it seems that one of the best ways to protect your savings, and even increase your wealth is to buy beautiful objects from the past. Here I am going to offer some advice on collecting antique clocks, which I personally consider are among the most interesting of antiques.

I sometimes wonder what a being from another planet might report back about our way of life. "The planet Earth is ruled by a mysterious creature that sits or stands in a room and makes a strange ticking sound. It has a face with twelve black marks and two hands. Men can do nothing without its permission, and it fastens its young round people's wrists so that everywhere men go they are still under its control. This creature is the real master of Earth and men are its slaves."

Whether or not we are slaves of time today depends on our culture and personality, but it is believed that many years ago kings kept special slaves to tell the time. Certain men were very clever at measuring the time of clay according to the beating of their own hearts. They were made to stand in a fixed place and every hour or so would shout tire time. So it seems that the first clocks were human beings.

However, men quickly found more convenient and reliable ways of telling the time. They learned to use the shadows cast by the sun. They marked the hours on candles, used sand in hour- glasses, and invented water-clocks. Indeed, any serious student of antique should spend as much time as possible visiting palaces, stately homes and museums to see some of the finest examples of clocks from the past.

Antique clocks could be very expensive, but one of the joys of collecting clocks is that it is still possible to find quite cheap ones for your own home. After all, if you are going to be ruled by time, why not invest in air antique clock and perhaps make a future profit?
