I am sorry to hear that you are having trouble getting on well with your neighbors. In your letter you said that you have some problems. Now let me tell you some advice on how to get on well with your neighbor.

First, your neighbor’s child often plays the piano at noon while you are sleeping. I think you can communicate with him at first and ask him not to do that politely. You can advise him to play in the late afternoon.

Second, you said your neighbor often throw rubbish everywhere. I hope you can invite him to take part in some environmental activities. It is helpful for him to know the importance of protecting environment. Then you can tell him to throw rubbish into the dustbin.
