When Ben Franklin was only a boy, 'he always wanted, to know about the new things. He was always asking his father and brothers "What? How?" and "Why?"

When they couldn't tell him, Ben tried to find out for himself.

Many times Ben did find out things that no one knew before. The other boys would say, "That Ben Franklin! He's always finding out something new!"

Ben lived close to the water. He liked to go there to see the boats. He saw how the wind blew them across the water.

One day Ben said to himself, "Why can't the wind help me float(漂流) across the water? And I'm going to try." Ben got his big kite. He took hold' of the kite string(线)and ran with it. The wind took the kite up into the air. Then Ben jumped into the water.

The wind blew the kite higher into the air. Ben began to float across the water. Soon he was on the other side, and he hadn't worked at all.

One boy shouted, "Look at Ben floating across the water! His kite takes him to the other side without any work!"

"Yes," said another. "He's always finding new ways to do things."

Good news for all Chinese middle school students in the countryside. They don't have to pay for school education anymore.51-year-old Ren Yuqi is even happier than the students. It was Ren who suggested the idea to the government about this.

Ren is not a government official but the boss of a big company, in Hunan. He talks to the government as a deputy(代表) of the National People's Congress(NPC,全国人民代表大会). He is in Beijing for the NPC's meeting.

"This year I have 20 suggestions for making farmers' byes and the environment better. They all come from studying country people's lives," said Ren.

Ren went to several provinces to find out how people lived in the countryside. He saw that many children dropped out of school because they were poor. So at the last NPC meeting he                                                                                  suggested the government spend more money helping kids get back to school. Most of the NPC deputies agreed to it, so the government adopted it and made it law.

Ren, just like the other 2,977 NPC members, was elected by the Chinese people. The upper-level(较高级别的) deputies were chosen by the lower-level ones.

At NPC meetings deputies also take part in making and changing laws. They help decide on the state leaders and public policies(政策) as well.
