  The world is not only hungry, it is also thirsty for water. This may seemstrange to you, since nearly 75%of the earth's surface is covered with water. But about 97% of this huge amount is seawater, or salt water. Man can only drink and use the other 3%--the fresh water that comes from rivers, lakes, underground, and other sources. And we cannot even use all of that, because some of it is in the form of icebergs and glaciers. Even worse, some of it has been polluted.

  However, as things stand today, this small amount of fresh water, which is constantly being replaced by rainfall is still enough for us. But our need for water is increasing rapidly almost everyday. Only if we take steps to deal with this problem now can we avoid a severe worldwide water shortage later on. A limited water supply would have a bad effect on agriculture and industry. Let me give you just one small example of how necessary water is to industry.   We all have to learn how to stop wasting our precious water. One of the first steps we should take is to develop ways of reusing it. Experiments have already been done in this field, but only on small scale. The systems that have been worked out are similar to those used in spacecraft.

  The modern sailing ship was developed by a man who never went to sea. He was Prince Henry of Portugal, the younger son of the Portuguese King and an English Princess.

  Prince Henry lived in the fifteenth century. As a boy he became devoted to the sea and he dedicated himself to improving the design of ships and the methods of sailing them. In 1416, when he was twenty-two, Henry founded a school for mariners, to which he invited everyone who could help him-Jewish astronomers, Halian and Spanish sailor, and Arab mathematicians and mapmakers who knew how to use the crude compass of the day and could improve it.

  Henry's goal was to design and equip vessels that would be capable of making long ocean voyage without having to keep close to the shore. The caravel, which he helped design, carried more sails and was longer and slimmer than any ship was made, yet was tough enough to stand up against gales at sea. He also developed the carrack, which was a slower ship, but one that was capable of carrying more goods.

  The world owes credit to Henry for the development of craft (工艺) that made oceanic exploration possible. He lives in history as Henry the navigator.

  The World Trade Organization(WTO), established on January 1, 1995, is an open, non-discriminatory trading system. As a successor to the GATT, established in the wake of the Second World War, it is to help world's trade flow freely, fairly and predictably.

  While the WTO is still young, the multilateral(多边的)trading system that was originally set up under GATT is already 50 years old. The system celebrated its golden jubilee(50周年纪念)in Geneva on 19 May, 1998, with many heads of states and government leaders attending.
