Not long ago, we argued in this space that because America has some of the best tap water available, it is time to start thinking twice about drinking commercially bottled water. One big reason is that a lot of petrol is required to manufacture and transport the plastic bottles, thus adding to global warming and other environmental problems. Of course, in certain circumstances bottled water is necessary. It is important during emergencies—think Katrina—and it is certainly a better alternative when the only other drinks come loaded with calories(卡路里).
What the rising use of bottled water leaves us with, however, is a huge recycling problem. Of the mountain of individual plastic water bottles created by Americans each year—enough to hold more than seven billion gallons of water—less than one?fourth are sent to the recycling industry for a second round. That makes absolutely no sense for the environment or for the economy.
The recycling industry sees plastic water bottles as a major commodity because they can be turned into anything from jackets to a very durable set of luggage. One reason so few water bottles are recycled is that except in a very few states, they cannot be rewarded at the local grocery store. But recycling rates are significantly higher in the 11 states that pay customers a nickel (5美分) and in some cases a dime (10美分) if they return their bottle. But only three of these states—California, Hawaii and Maine—include water bottles.
There are other ways to encourage recycling. At many public places—ballgames or city parks, for example—it is often much easier to buy a bottle of water than to find a recycling bin (垃圾箱) to throw it away. And in some areas, like parts of Philadelphia, officials are experimenting with ways to pay homeowners by the pound for recycled trash, a trend definitely worth watching. Of course, for most people, the simplest recycling solution of all might be to wash a plastic bottle out and use it again for fresh water from the tap.

April is National Financial Literacy Month in the United States. As the country faces a deep recession (衰退), Americans are paying closer attention to personal finance. Some critics partly blame the crisis on Americans' low savings rate and high personal debt.
But efforts to increase financial knowledge have grown in the last ten years. Government, community and business leaders have pushed for teaching young people about the importance of saving, budgets and the true cost of credit.
The Jump$tart Coalition for Personal Financial Literacy is based in Washington, DC. It is an organization of about one hundred eighty groups, government agencies and businesses. Its goal is to provide financial knowledge to children and young adults before they get into debt.
Jump$tart's Executive Director Laura Levine says many young people misuse credit cards without meaning to. She says they often start by making the lowest payment required. Over time, their credit limit is increased, but they do not pay off their debt. Laura Levine says young people can take on more debt than they can deal with.
The government says forty?five percent of college students have credit card debt. The average amount owed is more than three thousand dollars.
High credit limits are especially dangerous for college students. John Ninfo is a bankruptcy (破产) judge in Rochester, New York. He started the Credit Abuse Resistance Education Program.
It provides resources on its Web site for parents, teachers and students about financial issues. Judge Ninfo says he often sees people in their late twenties seeking bankruptcy protection in court. He says the combination of credit card debt and big student loans is burying young people in debt and driving many of them to bankruptcy.
The results of bad credit can be serious. Seventy percent of employers look at the credit histories of job candidates. In some fields, like law enforcement (执行), bad credit means you cannot get a job.
Former President George Bush formed the President's Advisory Council on Financial Literacy last year. That group has called for students at all grade levels to receive financial education. Currently, only seventeen states require personal finance to be taught at least as part of other courses.

Millions of people are putting their lives at risk by texting their friends as they walk along busy streets, reported the Daily Mail.
One in ten 41 users has already been 42 because they are so lost in their phones that they fail to 43 lamp-posts or cars, according to Joanna Lumdsen of Aston University.
