  WASHINGTON: Chinese scientist Yuan Longping and Dr Monty Jones of Sierra Leone were named co-winners of the 2004 World Food Prize here on Monday for their contribution to world food security and rice production.

  In announcing the recipients in a ceremony held at the US State Department, President of the World Food Prize Foundation Kenneth Quinn lauded both scientists for their “breakthrough scientific achievements” which have significantly increased food security for millions of people from Asia to Africa.

  Quinn said it was particularly fitting that the two pioneering rice breeders rewarded the prize during the United Nations International Year of Rice, the crop identified as the staple(主要的) diet of more than 3 billion people around the world.

  Professor Yuan Longping is director-general of the China National Hybrid Rice(杂交水稻) Research and Development Centre in Hunan Province, China. Jones is presently executive secretary of Forum for Agricultural Research in Africa.

  Yuan is credited with(功劳在于……) developing the world's first successful and widely grown hybrid rice varieties, revolutionizing rice cultivation in China and tripling production over a generation.

  Jones's work recaptured the genetic(遗传的) potential(潜能) of ancient African rice by combining African and Asian rice species.

  WASHINGTON-According to statistics compiled by the Federal Bureau of Investigation, 72 officers were killed by criminals in 2011, increased markedly in recently years.

  That prompted the F.B.I.to change what information it will provide to local police departments, the officials said.Starting this year, when police officers stop a car and call its license plate into the F.B.I.'s database, they will be told whether the owner of the vehicle has a violent history.Through the first three months of this year, the number of police fatalities has dropped, though it is unclear why.

  Some law enforcement officials believe that techniques pioneered by the New York Police Department over the past two decades and adopted by other departments may have put officers at greater risk by encouraging them to conduct more street stops and to seek out and confront(对抗)suspects who seem likely to be armed.In New York and elsewhere, police officials moved more officers into crime-ridden areas.

  Some argue that the rise in violence is linked to the tough economy.With less money, police departments, after years of staffing increases, have been forced to make cutbacks(削减).

  The police chief in Camden, N.J., J.Scott Thomson, whose force of 400 was cut by nearly half last year because of financing issues, said that having fewer officers on the street “makes it that much more difficult to create an environment in which criminals do not feel as encouraged to attack another person, let alone a law enforcement officer.”

  WASHINGTON-More people than ever are driving under the influence of their cell phones, according to a survey published Tuesday by the National Highway Traffic Safety Administration.

  The survey showed 8 percent of drivers, or 1.2 million people, were using hand-held or hands-free cell phones, during daylight hours last year, a 50 percent increase since 2002 and a 100 percent rise in four years.

  All that talking is a potential safety problem, said NHTSA spokesman Pale Tyson."While we don' t have hard proof that there' s been an increase in the number of accidents, we know that talking on the phone can affect drivers' performance," he said.

  The District of Columbia and New Hampshire no longer allow talking on hand-held cell phones while driving, according to the Governors of the Highway Safety Association.

  Some communities, such as Brookline, Mass, and Santa Fe, require handsfree cell phones, but about a half-dozen states prevent local governments from limiting cell phones use in cars.Young drivers, between 16 and 24, increased their talking on cell phones by 60 percent between 2002 and 2004.

  The National Transportation Safety Board said it wants all 50 states to ban those with learners' permits from using cell phones or other wireless devices while driving.New Jersey and Maine are the only two states that have passed such laws.
