Once there were no rules to protect workers. Men, women, and even children had to work many hours each day. They were not paid much. Sometimes they got sick. They had to keep working.
Sometimes workers stop working when they want more pay. When workers all stop a job together, it is called a "strike".
Many years ago, in some Indian tribes, women made the moccasins (软鞋) for the men to wear to war. Sometimes the women leaders in the tribe did not want a war. Then they would stop making moccasins for the men to wear. Were these Indian women going on strike?
