Police in Hangzhou yesterday claimed to have arrested 11 people suspected of running an illegal gambling network.

“The network acted as a bridge between Chinese gamblers and overseas casinos(赌场),” said Wu Jun, spokesman for the public security bureau of Xiaoshan district, Hangzhou. “About 80 percent of the gamblers are local businessmen, and chances are that the money they bet came from their companies’ accounts,” Wu said. The underground gambling network was set up by a wealthy local businessman surnamed Li last year, he said. The gamblers could view real-time images of a casino in Philippines via the website and place bets through the agent’s account.

Li registered with the website after coughing up a 5-million-yuan deposit last March. Every time a gambler won, 17% of the winning amount would go to the website as a fee. Li received 10% of the winnings as commission, while the person who introduced the gambler to the website got a 7-percent commission.

Li ran the gambling network under a pyramid scheme. Gamblers were encouraged to bring in more people to join the website’s network in order to earn more commission.

“Li had provided a convenient but illegal platform for wealthy businessmen, who wanted to gamble,” Wu said. “Otherwise they had to travel all the way to Macao to do so.” Under the current law, gambling is prohibited all over China, except Macao. “Setting up the gambling network is the stupidest thing I’ve ever done,” Li said. “The whole thing started as a joke, but the joke went too far,” he added. “I was not short of money, I was just being greedy.”

According to Wu, the police uncovered the illegal network while investigating a local businessman, who fled without paying banks “hundreds of millions of yuan” worth of debt. The cops later discovered the man lost most of the bank’s money in Li’s virtual casino.

Research by Scotland Yard published in a London newspaper, has proven that knife crime in London is a serious non – white phenomenon, with 165 of the 225 under- 18s accused of knife crime in the past three months being from the black or other non – white groups.

According to Scotland Yard, only 60 of the 225 crimes were white.Despite being a small minority of the knife holding criminals, whites did, however, make up the single largest group of victims of knife crime.

According to the Scotland Yard report, whites made up 222 of the 637 victims of knife crime over the last three months. This number could probably be higher, as 292 victims were not identified by race.

This month Scotland Yard Deputy Commissioner Sir Paul Stephenson suggested knife crime has replaced drug selling as the top concern for London police.

Sir Paul said so as he announced a specialist knife crime unit to deal with teenagers carrying knives in the capital. It will use a team of 75 specialist officers to find criminal group members and their supporters.

Detective Inspector, George Rhoden, president of the National Organisation of Black Law Enforcement Executives said, “In the black community we have all noticed that there is major concern about gun and knife crime.Clearly we are not the only part of the community affected by the problem of children who have no fathers, but parental responsibility should be of major concern.”

Around 59 percent of black Caribbean children and 54 percent of mixed – race youngsters are looked after by a lone parent. In the white British population, the number is 22 percent.

From the above, we can see that       in knife crimes in London.

A.there are more whites than blacks as victims

B.there are more blacks than whites as victims

C.blacks make up the smallest group of criminals

D.blacks make up the second largest group of criminals

A plane crash in Western Russian killed Polish President Lech Kaczynski and the other 96 political and military officials on board on April 10. The accident has led to huge national mourning in Poland. But it may provide an opportunity for reconciliation (和解) between Poland and Russia, countries that have a troubled relationship.
Many from the political elite were lost in the crash. Beside the president, the dead include the army chief of Staff, the head of National Security Bureau, the national bank president, the deputy foreign minister and other members of parliament.
The Polish delegation was heading to Russia to mark the 70 th anniversary of the Katyn Massacre (屠杀) when the accident occurred. In 1940, about 22,000 Polish soldiers, intellectuals, and officials captured after the Soviet Army invaded Poland in 1939, were killed secretly by Soviet police in the forest of Russia’s Katyn.
The Katyn Massacre had been a sensitive topic between the countries. The former Soviet Union always denied responsibility for the massacre. It was not until 1992 that Russian released archived documents about the killing.
Katyn is merely a short chapter in Poland and Russia’s long and troubled history. In the 18 th century, along with Prussia, (then an important part of Germany) and Austria. Russia participated in three carve – ups of Poland. In 1795, after the third carve – up, the country was erased from the map of Europe. It was in 1918 that Poland regained its independence. But in 1939, at the beginning of the World War II, it was invaded by Germany and the Soviet Union under a secret pact. After the war, Poland became a communist country with close ties to the Soviet Union.
In 1989, Poland switched to capitalism and pursued a pro – West position. The most recent tension between the two countries was in 2008. That year, Poland decided to have a US missile shield (导弹防御系统) on its soil, while neighboring Russia threatened to aim missiles at Poland.
But the plane crash has created a chance for reconciliation, with Russia sharing the sadness of Poland. Russia has declared April 12 a day of mourning for the victims. Flags flew at half – mast in Moscow. And earlier on April 7, Russia Prime Minister Vladimir Putin became the first Russian leader to mark the anniversary of the massacre.
“I think it should improve relations between the two countries, as Russians feel our grief,” said Radek Sikorski, Pland’s foreign minister.
