WASHINGTON-According to statistics compiled by the Federal Bureau of Investigation, 72 officers were killed by criminals in 2011, increased markedly in recently years.

The 2011 deaths were the first time that more officers were killed by suspects than car accidents. The number was the highest in nearly two decades, excluding those who died in the Sept.11 attacks in 2001 and the Oklahoma City bombing in 1995.

While the F.B.I.and other law enforcement(执行)officials cannot fully explain the reasons for the rise in officer homicides, they are clear about the terrible consequences.

“In this law enforcement job, when you pin this badge on and go out on calls, when you leave home, you can't guarantee that you will come back,” said Sheriff Ray Foster of Buchanan County, Va.

After a series of killings in early 2011, Attorney General Eric H.Holder Jr.asked federal authorities to work with local police departments to try to come up with solutions to the problem.

The F.B.I., which has tracked officer deaths since 1937, paid for a study conducted by John Jay College that found that in many cases the officers were trying to arrest or stop a suspect who had previously been arrested for a violent crime.

That prompted the F.B.I.to change what information it will provide to local police departments, the officials said.Starting this year, when police officers stop a car and call its license plate into the F.B.I.'s database, they will be told whether the owner of the vehicle has a violent history.Through the first three months of this year, the number of police fatalities has dropped, though it is unclear why.

Some law enforcement officials believe that techniques pioneered by the New York Police Department over the past two decades and adopted by other departments may have put officers at greater risk by encouraging them to conduct more street stops and to seek out and confront(对抗)suspects who seem likely to be armed. In New York and elsewhere, police officials moved more officers into crime-ridden areas.

Some argue that the rise in violence is linked to the tough economy. With less money, police departments, after years of staffing increases, have been forced to make cutbacks(削减).

The police chief in Camden, N.J., J.Scott Thomson, whose force of 400 was cut by nearly half last year because of financing issues, said that having fewer officers on the street “makes it that much more difficult to create an environment in which criminals do not feel as encouraged to attack another person, let alone a law enforcement officer.”

“Every stop can be potentially fatal, so we are trying to make sure the officers are ready and prepared to face deadly force every single day they go out.” Ms.Klimt said.

ERATH WEEK---A DIARY OF THE PLANET
Enduring Storms
Several more rounds of severe storms, tornadoes and flash flooding struck many parts of the American Midwest and Northeast as bad weather continued across the US for a second month.

Monsoon Storms
A south-west monsoon has caused havoc in parts of Sri Lanka. Government meteorologists said that unexpected monsoonal winds blew directly across the country from the Southern Hemisphere at about 100km/h, producing several rounds of stormy weather. Nearly 250 houses in the capital Colombo were damaged.
Mt. Etna Erupts
Sicily’s Mount Etna volcano erupted shortly after midnight on July 1, shooting “bombs” of lava nearly 1.5 meters in diameter on the eastern side of the mountain. The 30-minute eruption could be seen for several miles, but did not threaten any nearby villages.
Hurricane
Hurricane Blas lost strength as it moved over cooler waters in the Pacific Ocean to the west of Mexico. Blas formed off southwest Mexico during the previous week, but squalls on the outer fringes of the storm lashed western Michoacan State, killing four people when their wood and cardboard home collapsed.
Monkey Repellent
After years of unsuccessful attempts to keep crop-eating monkeys out of Japanese fields, a Tokyo research team believes that it may have finally found a way to prevent the damage caused by the monkeys. Animal raids on crops were successfully prevented by shooting chilli powder into the air, irritating the eyes and noses of monkeys that passed in front of carefully-placed warning sensors. “We’ve tried al kinds of preventive measures, but the monkeys are smart enough to outwit the tricks, “said Toshiaki Wada, Director of the Tokyo Forestry Experiment Station in western Tokyo.

I love science and science fiction. Like many science fiction fans, I am fascinated by the possibility of time travel. However, one must combine romance with reasoning and look into the chances of time travel critically.

First of all, we must remember the whole universe is in motion. If we want to go back to yesterday, our "time machine" has to move back in time and space. If someone claimed he was at home when he suddenly travelled 200 years back in time, he either had an illusion or made the story up. Two hundred years ago, Earth was in a different place in space, so how can you travel back 200 years without moving in space? Don't get me wrong. I am not knocking the genius of science fiction writers. H.G. Wells's "The Time Machine" is a great work of fiction, but that’s all. I have read many other time travelling science fiction stories since reading H.G. Wells, but none address this problem of displacement.

My own argument for the impossibility of time travel is that physical states of the past no longer exist and those of the future are not here yet. To be able to move back and forth in time requires everything that has happened, is happening, and will happen everywhere in the whole universe at every single moment in time-past, present, and future-to be stored as a "reality" somewhere-like the save game file of a computer game that contains every single byte of information of the game at the point it was saved, but you would need an almost extremely large file and almost extremely many of them-so it can be re-entered and communicated with, and not just light signals for viewing. To me, I don’t buy it.

    A. How to make time travel possible?

    B. Why am I fascinated by time travel?

    C. Why do I think time travel is not possible?

    D. How to explain the possibility of time travel?

    A. We can go back to the past by time travel.

    B. People can travel to the future by moving in space.

C. “The Time Machine” is nothing more than a science fiction.

    D. Everything that happened, is happening and will happen can be stored somewhere.

4.In the author’s opinion, time travel might be possible if                            .

    A. people could combine romance with reasoning

    B. people could stop the movement of the whole universe

C. people could use time machine under the instruction of H.G. Wells

    D. people could “save” everything in the past, present and future in a certain space
