By now you know that getting your money’s worth is not just a matter of luck. It is more often the      of buying skill. Nevertheless, even the smartest consumers are sometimes fooled into thinking they are getting their money’s worth when they are not. At one time or another, almost everyone experiences deception (欺骗)in the market place. The deception may not be    . But, whether or not, any kind of deception hurts consumers’ feelings as well as their pocket books. Some kinds of deception even endanger their health and safety as well.     , consumers need protection against the marketing of unsafe goods and false or misleading advertising. Fortunately, there are both public and      agencies working to meet the need. Government’s job in free enterprise system is to protect the public     _  . The public is composed entirely of consumers. When it comes to protecting consumers, therefore, government has the most influence. Because most consumer products are sold     , the major responsibility for consumer protection is      by federal government. That responsibility, however, is shared by many agencies. For example, the US Postal Service works to uncover and stop dishonest schemes operated by mail. The National Highway Safety Bureau is      with all aspects of automobile safety. Certain federal agencies, however, have consumer protection as one of their chief     . Most federal agencies are known by their initials. FDA stands for the Food and Drug Administration, which probably does more to protect consumers than any other agency. Its major concern is the safety, purity, and labeling of foods, drugs, and cosmetics. These are the products for which consumers spends a(n)    38% of their incomes.

There are more than almost two million cars on the streets of Shanghai. That's not a big number _1_ to
the city's population of 23 million, but everyone agrees that traffic is a big problem here. And many people
would argue that it's not the number of cars on the road, but the _2_ of the drivers that is the main cause
of concern.
According to one survey, 37% of Shanghai drivers have less than three years of driving experience.
Many of these drivers are middle-aged and have never operated machinery more _3_ than a washing
machine. On the road, they drive fast when they should drive slow, _4_ use turn signals, and make right
turns on red lights without stopping first. And in the past year, there have been several incidents that
resulted in pedestrian deaths when _5_ drivers mistook the gas pedal for the brake (刹车)pedal.
There are new regulations _6_ at making it more difficult for people to get a driver's license, but that is
only a partial solution to Shanghai's traffic problems. What is really needed is a _7_ in drivers' attitudes.
There seems to be a lack of concern for safety on the part of drivers: their own safety and the safety of
others. You can see this every day as drivers change lanes aggressively and _8_ pedestrians at crosswalks
and intersections.
A car is a great convenience, but it can also be a _9_ weapon. Drivers will have to realize that before
Shanghai's streets can become truly safe.
