One possible version
People can't live without water. A person will remain alive even if he doesn't eat anything for five days, but he may die if he doesn't drink any water for a single day.
Water is becoming scarce in many places, especially in big cities. The problem of the water shortage is caused by two facts. One is that the population is increasing fast and the other is that many rivers have been polluted seriously as industry is developing rapidly.
We must take action to fight against water pollution, and laws must be made to prevent the rivers being polluted. We should never waste any water in our daily life. If everybody makes good use of water, the problem will be solved.
