The morning of November 16th, 2011 witnessed a disastrous car accident in Qingyang, Gansu
Province. A kindergarten school bus, which was seriously overloaded, crashed into a big truck,
causing 21 deaths, including 19 kids，a school teacher and the driver himself. Shocked and sad at
the news, people feared that accidents like this would happen again and thus called for the government
to take immediate action. To people's relief, the State Council officially issued the School Bus Safety
Regulations on April 5th, 2012 and ordered the act should be put into effect in all places. The act not
only reveals the government's great concern about people's lives, but also helps create a more stable
society.
