CHENGDU, Sept. 25 (Xinhua) -- China’s top legislator Wu Bangguo on Tuesday met with foreign guests 1) __________ the 13th Western China International Fair (WCIF) on exchanges and cooperation.

Four – percent effort
The government says spending on education will be 4 percent of GDP by 2012. globally, average spending on education is about 4.5% of GDP. China spend 3,33% in 2008. according to Hu Angang, of Tsinghua University’s Center for China Studies, even if China reaches that goal, it will only rank about 100 th out of 188 countries.
Administrative rank
Administrative rankings for school leaders are to be phased out to tackle the bureaucracy (官僚机构) problem that limits educational development, according to Cheng Fangping, of the national Institute for Educational Research. Areas like teaching programs, scientific research, and technological development will be more independent.
Vocational Education
The system will be free of charge. According to Wu Yan, of Beijing Institute of Educational Sciences, this will be key to developing China’s production capacity and will improve poor people’s lives dramatically.
Entering college
Universities could eventually have the freedom to choose some of their own high school applicants. Normally, students are accepted based on the uniform national exam scores. Also, students who agree to go to a remote area could be admitted to university under special circumstances. The most likely change could come on the college entrance English test, which might be modeled on the IELTS or TOEFL. Students will be able to take it several times and pick their best score.

查看习题详情和答案>>New archaeological discoveries suggest that trade between Europe and Asia along the Silk Road probably began in some form many centuries earlier than once thought. The findings, coupled with a widening range of scientific and historical research could add a fascinating new page to the epic (史诗) of the Silk Road.
The most surprising discovery is pieces of silk found in the hair of an Egyptian mummy from about 1000 BC, long before regular traffic on the Silk Road and at least one thousand years before silk was previously thought to be used in Egypt. Other research may extend human activity along this route back even further, perhaps a million years to the migration of human ancestors into eastern Asia.
The official origin of East-West trade along the road is usually placed in the late 2nd century BC when an agent of the Chinese Emperor Wu-di returned from a dangerous secret mission(使命)across the desert into the remote high country of Central Asia. The agent, Zhang Qian, travelled as far as Afghanistan and brought back knowledge of even more distant lands such as Persia, Syria and a place known as Lijien, perhaps Rome. Historians have called this one of the most important journeys in ancient times. His journey opened the way for what have been thought to be the first indirect contacts between the ancient world’s two superpowers, China and Rome. Chinese silk, first traded to central Asian tribes for war horses and to the Parthian for acrobats and ostrich eggs, was soon finding its way through a network of merchants to the luxury (奢侈品) markets in Rome.
But the new discoveries show that Chinese silk was apparently present in the West long before the Han emperor started organized trade over the Silk Road. The research could change thinking about the early history of world trade and provide insights into the mystery of just how and when Europe and the Mediterranean lands first became aware of the glorious culture at the other end of Eurasia.

BEIJING—Apple Inc is one step closer to beginning sales of iPad3 tablet computers with cellular (手机) network compatibility (兼容) for the first time in the Chinese mainland, where the consumer-electronics giant is in the midst of an aggressive expansion.
According to China’s Telecommunication Equipment Certification Center, a device by Apple with third-generation high-speed wireless data capabilities was issued the network access license needed for the company to begin official sales in China. The device, listed under model number “A1396”, is compatible with the 3G standard WCDMA, and would work with the cellular network operated by Apple’s local iPhone partner, China Unicom (Hong Kong) Ltd.
China Unicom declined (谢绝) to comment.
Apple already offers the 3G iPad3 in Hong Kong through its partners, but currently only offers Wi-Fi versions of the device in the Chinese mainland. Still, consumers in China, which according to research firm IDC surpassed (超过) the US as the world’s largest PC market in the second quarter, have been purchasing 3G tablets through unofficial channels.
Separately, Apple spokeswoman Carolyn Wu said Sept 6 that the company’s first Hong Kong store, set to open this quarter, will be located in the city’s central shopping and business district in the International Finance Center’s upscale (高档的) IFC mall, a commercial center and sightseeing spot along the city’s waterfront. Wu also said that Apple is planning a new store in Shanghai later this quarter, which will be its biggest store in China. She declined to give more details or to comment on the 3G iPad3.
Apple currently has four full-service Apple stores in the mainland, which receive the most traffic of any Apple stores in the world. The company otherwise relies on resellers to get its products into the market.
The new stores reflect Apple’s confidence in rising demand for its products such as smart phones and tablet computers. Sales in the Chinese mainland, Hong Kong and Taiwan helped boost (增长) the company’s third-quarter results, newly appointed Chief Executive Tim Cook said in July. China revenue (收益) surged (激增) six-fold to about $3.8 billion during the three months ended June 25.
“This has been a substantial (重大) opportunity for Apple and I firmly believe that we’re just scratching the surface right now,” Cook said at the time, referring to strong sales in China. “I see an incredible opportunity for Apple there.”
