Officials say the islands of Tokelau in the South Pacific Ocean have become the world's first territory totally powered by the sun.The move is expected to save money and ease the environmental burden of depending on imported fossil fuels.

Tokelau's three main atolls(环状珊瑚岛),or islands,now have enough solar capacity to meet all of their electricity needs.Until now.Tokelau has been 100%dependent on diesel (柴油) for producing electricity.That has burdened the country with heavy economic and environmental costs.

East Timor's government has promised that no households in the capital,Dili,would be using firewood for cooking by 2015.It also says 50%of the country's electricity will come from renewable sources by the end of the decade.

New Zealand Foreign Affairs Minister Murray McCully says the country will hold a Pacific energy summit in March this year.He said the meeting would build on the success of clean and affordable energy solutions for Tokelau,Tonga,and the Cook Islands.

With fears of a possible nuclear meltdown(核反应堆堆芯的熔毁) in Japan building up, evidence has come to light that the nation received warnings over the stability of its power plants from an international watchdog more than two years ago.

  As the Telegraph is reporting, an official from the International Atomic Energy Agency (IAEA) said in December 2008 that safety rules were out of date, and strong earthquakes would cause a “serious problem” for the power stations.

  A U.S. embassy document, by quoting(引用)an unnamed expert, states: “He (the IAEA official) explained that safety guides for earthquakes have only been updated three times in the last 35 years and that the IAEA is now re-examining them. Also, the presenter noted recent earthquakes in some cases have gone beyond the design basis for some nuclear plants, and that this is a serious problem that is now driving earthquake safety work.”

  The Telegraph also reports that the government responded to the warnings by building an emergency response center at the Fukushima Daiichi plant designed to resist magnitude-7.0 earthquakes. Friday's earthquake, originally named a magnitude-8.9 shock, has since been upgraded to magnitude-9.0.

  Other nuclear experts state IAEA officials had willingly ignored lessons from the Chernobyl disaster to protect the nuclear industry's expansion, reports Bloomberg. “After Chernobyl, all the force of the nuclear industry was directed to hide this event, for not creating damage to their reputation,”Russian nuclear accident specialist Iouli Andreyev tells Reuters, before noting that radiation from spent fuel rods(棒)stored close to reactors at Fukushima looked like an example of putting profit before safety. “The Japanese were very greedy, and they used every square inch of the space. But when you have a dense(密集的) placing of spent fuel in the basin, you have a high possibility of fire if the water is removed from the basin.”

Star hurdler Liu Xiang returned home last night after spending about three months in the United States for foot operation and recovery.

Liu and coach Sun Haiping were followed away by officials after arriving at Shanghai Pudong airport at around 6 : 30 p. m. , and said nothing to the waiting media.

Liu went straight to the Xinzhuang training base in Shanghai, where he will start on the comeback (恢复) through rehabilitation (复职) and training.

Feng Shuyong, vice-director of China's Athletics Administrative Center, said a group of experts is on standby at the training base to help with Liu's recovery.

"The experts will give Liu a full check-up tomorrow or the day after and advise regularly on rehabilitation in the coming months," Feng was quoted by qq. com as saying.

The foot injury forced defending champion Liu to quit from the 2008 Beijing Olympics last August after "he limped out of the Bird's Nest in the first round of the men's 110m hurdles, bitterly disappointing adoring home fans.

The 25-year-old Athens Olympic and world champion had successful foot surgery in December at the Memorial Hermann-Texas Medical Center in Houston, and had four calcium deposits (钙物质) removed from his right Achilles tendon (跟腱).

He spent the next three months in Houston for rehabilitation and basic training under the guidance of doctors there.

"His recovery is better than we expected. Doctors believe that after three months' rehabilitation and training, he has actually achieved the level of recovery that generally needs four months," Feng said.

Liu will, however, be absent from the ongoing annual Chinese People's Political Consultative Conference (CPPCC) meeting due to the recovery process. Feng said Liu is paying close attention to the meeting through the Internet, and closely following issues such as athletes' education and life after retirement.
